I'm not sure how I'd fill several RFCs with that. Maybe I'm missing something huge but it seems very straightforward and desirable (since it's orthogonal to every thorny issue I know of with const eval semantics). A, B, D seem like clear wins, C I dunno if we need right away but I guess it's fine, though E just feels like a really weird alternate way to write D with no clear advantage.
