so, re stmt_expr_attributes, should we make that feature gate accepted and create a new one for expr_attributes (break users with expr attrs) or keep it around and not check stmt attrs (some users will have unnecessary feature gates and may not be aware they can move away from nightly)?

I prefer option 2

what do others think?
