jzaw: you can, I see that kind of quality from 20+ Grandstream gxv3610. Most are 3fps and 5fps though. Since I'm in Vancouver and my server is in Paris I'll see some quality loss once In a while but mostly I can see faces and read license plates.

yeha i only use 5fps ... which should really be even easier for the camera to do
than 25fps

Agreed, usually I get grandstream cameras, their interface doesn't need an onvif manager to setup the camera. the web panel is clean and robust. They are just really expensive...
HOSAFE makes nice hardware but the software needs an onvif manager to tweak the settings

it's a pretty good cam if yuu can see individual blades of grass at 100m

jzaw I setup that mjpg-streamer last night, today the feed is blank, I suspect that means that it doesn't support that uvc spec you spoke of even though it's autodetected as a "vlc camera" ad "/dev/video0

gehidore, check dmesg and see that it finds a UVC cam or a spgca (or what ever the correct other type is)
