but they are also interested to be the only one who has the key to control/surveil it
i think they have many incentives for the current situation. they need many non-nsa users to hide their own agents, they can test how secure it is when they try to break it, when they see how hard it is, they know the price others need to pay to get so far. and its for sure a honey pot attracting people they are particulary interested in

hidden services are not dependent on exit nodes at all
but indeed, onion routing is not as good as garlic routing, too bad that I2P chooses to focus on hidden services, which limits their anonymity set
