floppy1: I think I've figured out the problem with 14.04. Seems you have to provide an image id if you want anything other than 12.04

SKOS editor has role based access control, supports collections and SKOS-XL

there's also tematres (PHP, http://www.vocabularyserver.com/) and Vocbench (http://aims.fao.org/tools/vocbench-2) which are relevant

having something simple to "mount" a CSV file with ids, labels, etc and have working URIs (and maybe recon?) would be good though. depends on what workflow we want to support
