"This used to work" is certainly correct. But "This didn't used to work" just seems ... weird
And "Didn't this used to work" is even weirder

didn't is the wrong thing in that second sentence. It should be This never used to work. didn't is already in the past, used also implies the past. It could also be This didn't work. No need for the used to.
