i'm using mako templates, and the "u" filter in a template is converting spaces into "+"

but in the path part of a url, "+" is a legit character, which is not a space, but a "+", so the url are badly converted by the "u" filter

for example, a simple filesystem listing, i emit links with names of the files inside, i use "u" on the names, but the links use "+" for spaces, and the routes are not resolved properly because "+" is decoded as "+" in the path part of a url (unlike the query part)

to give an example ${"/foo bar" | u} would return "/foo+bar" while it should be "/foo%20bar"

in the query part (after "?"), "+" would be ok, but not in the path part
