Hey baudehlo, looking through the plugins.md, am I right in thinking that a list of IP pools would be best stored in server notes, with the data used for assigning an IP stored in transaction notes?

Ok, so read it from a config file I decide on, then config.get it when I need it. Ok I get it.

And one more: How would I whitelist certain IPs for relay? Use case is to allow my injectors to relay based on IP and block all other sources.

the relay plugin can do that.

I don't even think Node can use SOCKS proxies.

There's a module for it: https://github.com/mscdex/socksv5

but short answer, no Haraka can't do that.
