barq: Because sometimes the condition is actually much worse than the seller discloses.
For example, advertising an expensive radio as "for parts/not working" when in reality, it was in a fire and the entire internals are melted into a useless blob of plastic that was placed into a new exterior case to make it look like it's in excellent condition.

It's not a false description, that's the thing. The exterior is the only useful part. I personally would demand a refund for inadequate disclosure, but many people will not, and instead they'll just mumble "buyer beware" to themselves.

When ebay/PayPal reviews a dispute, they will probably side with the buyer, but the fact the description is technically accurate creates the possibility the buyer could lose, especially if it's a one-time bad deal from the seller, and not a chronic pattern of complaints.
I love partial refunds if they're adequate. Saves me the cost in time and and money of shipping returns.
Sometimes the seller honestly overlooks a flaw that should have been disclosed, and if the item still has value to me, I will be eager to accept a partial refund.
