idk what the trade thresholds and operating strategies are before you are required to formalize things, I just remember I had my family's accountant and an HMRC guy look at what I was doing before, and okay it

but what I found was that as a private investor I could buy various things in other EU countries at preferable VAT rates so long as the company I bought from didn't exceed some trade threshold with the UK

contingo, when you're buying from the EU you aren't "importing" at all though

whereas the secondhand market on ebay.co.uk supported winning prices according to our own VAT rates

actually importing for the purpose of reselling is different
