which I am using for the new version of rpc-multistream

i'm not sure how you feel about adding the ability to include meta-data when creating sub-streams

if you like the idea, but dislike the execution, then i'm up for changing it

it might be better if the meta-data was a completely separate argument, but then the api changes more obviously

this is not time-critical at all btw
