myth0d: Yes, they can, but when stored properly the rate of toning can be slowed to negligible amounts (centuries to notice anything).
I always put my slabs in a tight-fitting bag, 3 X 2 inch if I remember correctly, and then seal that in another bag for storage until I want to take it out and enjoy it.
You need to keep temperatures as stable as possible.
copper/brass/bronze (CBB) is more prone to toning than silver, and of course gold, platinum, palladium, etc do not tone significantly in ordinary circumstances.
