I'm not sure, but it has a lot of handling damage.
I suspect it's a modern privately minted coin, and the only reason it sold for so much money is because Chinese antiquities are getting a lot of attention right now, and basically people don't care what it is. They're buying everything they can get their hands on, because they anticipate rapid profits.
I have a set of coins from 2012 that have a similar background style.

one thing that's interesting about the pips is how well they are spaced vertically and how well in line. AND also how they are NOT aligned in any way horizontally

I would expect if modern that they would be in like a hex grid
so each vertical row was offset 50%
but they aren't
but the pips themselves, those look tricky to make without modern equipment
those dragons are great looking too
