yeah it's really easy to buy bitcoin then file a complaint against the merchant, especially if you're trying to buy with paypal or whatever
once they send you their coins they can't get them back; once you send them their money you can call the bank and tell them to freeze the transfer or wahtever.
that's why a lot of bitcoin sellers are hesitant to do business with anyone who isn't publicly vouched
